The clock network sync is happening only if there's network but Wifi takes some time to connect - and its happening right at the system start, so you have to manually click the sync button if you use Wi-fi.

that's not webpositive specific, there are also other bugs where you can get the actual window tab to be "stuck" on deskbar because it doesn't redraw

pol: no, we cannot. the frame around the window, and the tab, is drawn with a graphics library called a decorator. This is an implementation detail, and we have to fix the redraw of all decorators to properly fix this
