Its an improvement as initramfs images respect DEVICE_PACKAGES

oh, that's not my case. i had a single target build from a dirclean, and (i don't have precise measurements, but ...) it seemed to take ~2x what it did a few months ago, but before i get too whiny, i should measure more systematically.

what i'm remembering is my build box (16-core, E5-2680 @ 2.70GHz, 64GB of RAM) was taking somewhere in the 20-minute range, so i was first surprised by the 70 minute build, but even with the recent -O2 patch, it was still 40 minutes last night, which again *seemed* slower than usual.
