kbingham: either use tags to specifically steer your job there, or disable instance runners

I guess I could 'turn off' the instance runners ... but I sort of thought having my runner i the group would mean it could be used first, and extra jobs /heavy load would get shared out after that ...

we have a pretty aggressively low polling interval since there are usually jobs

so it probably just wins the race ~every time

it should be polling gitlab constantly for new jobs
