I think there are lots of sites that have what is technically a remote denial of service vulnerability, but in practice nobody was exploiting it.

the fix is to either require authentication/PoW/CAPTCHA/some other obstacle for expensive resources, or make them no longer expensive.

more importantly, it would require a lot of memory to do it

If users were okay with exposing a persistent per(device + domain) identifier, it would be possible to impose per-device rate limits on mobile, with the identifier tied to the device secure element. That could be use to avoid consuming a huge amount of power on mobile.
